ABSTRACT: Transportation Asset Management (TAM) enhances mobility, safety, and economic opportunities by optimizing transportation systems’ performance and cost-efficiency. Crucial components, like pavements, support substantial economic activities. However, traditional policies prioritized efficiency over social equity, often neglecting low-income and minority communities. To address this, modern policies integrate social equity into pavement management, ensuring all community members benefit fairly from infrastructure improvements. This shift balances efficiency with social and environmental considerations, reflecting a commitment to making transportation systems more inclusive and responsive to diverse needs.
